Are Maryland Public Schools on Track for College & Career Readiness?

Maryland’s Blueprint for the Future sets ambitious goals for ensuring students are college and career-ready (CCR) by the end of 10th grade. But how well are Maryland’s middle schoolers performing on foundational skills in math and reading—the very subjects that will determine their readiness for high school, college, and beyond?


The latest 2024 NAEP (National Assessment of Educational Progress) data suggests that Maryland may be off track in achieving these goals. Persistent achievement gaps, especially among Black, Hispanic, and economically disadvantaged students, raise concerns about whether students will be prepared for post-secondary success.


Maryland’s 2024 Middle School NAEP Scores

📖 8th-Grade Reading Performance

  • Black students scored 245, which is 27 points lower than White students (272).

  • Hispanic students scored 244, trailing White students by 28 points (a widening gap from 1998).

  • Economically disadvantaged students scored 241, which is 29 points lower than their wealthier peers.

  • Only 20% of Black students and 21% of Hispanic students scored Proficient in reading.


➗ 8th-Grade Math Performance

  • Black students scored 252, which is 32 points lower than White students (284).

  • Hispanic students scored 253, trailing White students by 31 points.

  • Economically disadvantaged students scored 249, which is 31 points lower than their wealthier peers.

  • Only 10% of Black students and 12% of Hispanic students scored Proficient in math.


What Does This Mean for College & Career Readiness?

Maryland’s CCR policy states that students must demonstrate high school-level proficiency in math and literacy by the end of 10th grade. However, NAEP data suggests that many students are entering high school already far behind.


🔴 Key Concerns:

  • Reading & Math Gaps Persist: Students who struggle in middle school are at greater risk of not meeting CCR benchmarks in high school.

  • The Algebra Readiness Problem: Low math scores in 8th grade mean fewer students are prepared for Algebra I, a key CCR indicator.

  • Equity Gaps Remain Unchanged: Black, Hispanic, and economically disadvantaged students continue to score significantly lower than their White and wealthier peers.


🚨 The Consequences of Inaction

If these trends continue, Maryland risks failing to meet its own education goals. Without intervention, more students will enter high school:


Unprepared for advanced coursework

At risk of dropping out

Unqualified for competitive careers and higher education
